"Government is the group of institutions and processes used to make and carry out public decisions. Governments may administer laws, provide schools, health systems, roads, water, parks, transport, records, and emergency services. They collect public revenue, including taxes and fees, and decide how limited public money will be used. Governments differ in structure and selection. Public power should follow law, rights, procedures, and accountability. Courts, auditors, representatives, public records, media, and community participation may help review government action. Government organises public decisions and services and should remain accountable." DESIGN REQUIREMENTS: Use a fictional, politically neutral community. Avoid national symbols, parties, leader portraits, propaganda colours, current political issues, or one system presented as perfect.
