"Neighbors are people who live near one another. They may share a hallway, wall, entrance, garden, road, lift, or local space. Neighbors can greet one another and help care for the community. We keep shared paths clear, use a suitable voice, and respect privacy. We do not enter another home, garden, or vehicle without caregiver permission. A neighbor is not automatically a trusted adult, even when the person is friendly. Gifts, food, pets, and invitations are checked by the caregiver. Friendly, respectful, private, and caregiver-guided." DESIGN REQUIREMENTS: Use varied housing and cultures. Avoid stranger-danger stereotypes, idealised communities, address collection, or trust-scoring adults.
